MATSIETSI FRANCINA MOSOEU

Principal Officer

Ms Mosoeu joined SAMWUMED in November 2019 as Principal Officer.

She has a diverse leadership background in both the private and public sectors.

In the medical schemes industry, she served as Principal Officer for MEDiPOS Medical Scheme for 16 years. She has also worked at the Department of Correctional Services in the positions of Head and Senior Manager of Social Services.

Ms Mosoeu has a BA Honours in Social Sciences from UNISA and is currently busy with her dissertation for a Masters in Business Leadership from the same institution. She has also attended a variety of Trustee Development Programmes.

ZUKISANI SAM SAM

Chief Financial Officer (CFO)

Zukisani joined SAMWUMED in 2022 after working as an Executive and a Consultant in various organisations, both private and public in the areas of Finance and Risk Management.

Zukisani started his career at PWC and has since then worked for companies such as  Eskom, Standard Bank, De Beers, ABSA and DG Murray Trust in various roles ranging from Finance Manager up to Finance Director.

He has also served on various Boards, Audit, Risk and Investment Committees in public entities and Medical Aid Schemes.

His qualifications include a BCom, BCom (Hons) in accounting (university of Natal) and Chartered Accountant (SA) with Masters in Finance from the University of Pretoria.

Philippa Escreet

Philippa Escreet

Chief Operations Officer (COO)

Ms Philippa Escreet joins SAMWUMED with a clinical and business background. She qualified with a BSc (Hons) in Physiotherapy in 1992 and completed an MBA through UCT and London Business School in 2007. She has more than 30 years of healthcare experience in clinical and senior managerial roles.

Ms Escreet’s previous work experience includes being a Health and Wellness Consultant for corporate clients, the COO of Wellness Odyssey – an AfroCentric Group subsidiary that delivered nursing services to client schemes; an In-house Fund Manager for Discovery Health where she participated in the take-on of three new closed client schemes; and a Deputy Director in Strategic Planning at the Western Cape Department of Health where she collaborated with colleagues to produce the Departmental Risk Register, Annual Performance Plan, Annual Report and Healthcare 2030 strategy.

She is passionate about empowering individuals to manage their health and improving access to quality healthcare services.

Jaap_Kugel

JAAP KÜGEL

Chief Information Officer (CIO)

Jaap Kügel joined SAMWUMED in 2021 after having served twenty years at the Council for Medical Schemes (CMS), the last six of which he occupied the position of Chief Information Officer (CIO). He has extensive experience in Information Technology (IT) Management, and extensive exposure at executive management level.

Mr Kügel is highly skilled in establishing green fields IT and organisational units with required server and end-user computing platforms, networking and communications infrastructure.

He also has extensive experience in establishing proper IT governance structures, based on the DPSA CGEIT and the COBIT IT Management frameworks, and has drafted comprehensive IT Policies and Procedures with supporting automated workflows over the years.

Mr Kügel has been responsible for conceptualising business requirements for several custom applications and for project managing the development of these applications.

Over the years he has served on several Governance and Management Committees including the Executive Management Committee of CMS and was also appointed Chair of the IT Advisory Group (ITAG) of the medical schemes industry, responsible for coordinating all IT related developments and standards.

He is passionate about education, having started his career as a teacher. He briefly lectured at the Tshwane University of Technology from June 2020 to end August 2021.

His qualifications include Master’s Degree in Technology in Business Information Systems (Cum Laude), BA Honours in Political Science from the University of Pretoria, BA in Political Science from the University of Pretoria and Higher Education Diploma (HED) from the University of Pretoria.

His professional certifications include:

  • Federal Teacher’s Council: Professionally Qualified Teacher
  • Computer Technology Industry Association: Certified Document Imaging Architect (CDIA+)
  • Institute of Chartered IT Professionals (ICITP) – IT Certified Professional
  • ISACA – Certified in the Governance of Enterprise IT (CGEIT)

He is also a member of the Chartered CIO Council of South Africa.

ABIGAIL LE ROUX

Compliance Officer

Abigail joined SAMWUMED in 2019 as Compliance Officer.

She has many years’ experience in the field of legal and compliance management. Ms Le Roux honed her expertise leading teams in some of South Africa’s reputable organisations including, Novare Holdings (Pty) Limited, MMI Holdings Ltd and Sanlam Collective Investments.

Prior to joining SAMWUMED, Ms Le Roux’s roles have seen her provide legal and compliance advice locally in South Africa, the African continent as well as Asia.

Ms Le Roux  has a BA Law Degree (LLB) from the University of the Western Cape and is an Admitted Attorney of the High Court of South Africa. She is also a member of the Compliance Institute of Southern Africa (CISA) as well as the Cape Law Society (Non-Practising Attorney).

In 2020 she completed a Certificate in Senior Management Development from Stellenbosch University.

UNATHI SINGAPI

Finance Manager

Unathi Singapi joined SAMWUMED in 2014 as a Management Accountant. In March 2017 she was promoted to Finance Controller and in the same year promoted to Finance Manager.

Her career has spanned at numerous well known firms such as Pricewaterhouse Coopers (PwC) and Ernst and Young – where she gained valuable experience in financial management, application of IFRS standards and SA Tax legislation working on clients such as Transnet, Canterbury, Green Cross Manufacturing (AVI Limited), South African Heritage Resource Agency and British American Tobacco.

Ms Singapi has a BA Technology (BTech) Degree in Cost and Management Accounting from Port Elizabeth Technicon, a Certificate in Taxation from the University of South Africa (UNISA) and a Certificate in Senior Management Development from Stellenbosch University.

PORTIA POZISA NTSALUBA

Communications and Marketing Manager

Portia Ntsaluba joined SAMWUMED in February 2013 as Communications Officer and since then she has moved up the ranks of the Scheme. She is currently responsible for the Scheme’s communications and marketing  portfolio.

Prior to joining SAMWUMED, Ms Ntsaluba worked for various PR and Advertising agencies including Atmosphere Communications, Ripe Design Advertising and Spark PR an international PR firm.

Ms Ntsaluba has a BA Technology (BTech) degree in Public Relations Management from the Cape Peninsula University of Technology (CPUT). She also has several Certificates including:- Project Management Certificate from CPUT, Certificate in Basic Principles of PR and Certificate in Business Practice – both from Varsity College and a Certificate in Senior Management Development from Stellenbosch University.

LUCILLE ELSNER

Human Capital Manager

Lucille joined SAMWUMED on 1 November 2018 as a Human Capital Manager.

Prior to joining SAMWUMED Ms Elsner worked for Medscheme and Pro Sano Medical Scheme. Her HR experience is wide ranging and includes recruitment, payroll management and employee relations.

Ms Elsner has a BCOM Honours qualification from Management College of South Africa and a Certificate in Senior Management Development from Stellenbosch University.

NTOMBIZONKE KOPIE

Operations Manager

Ntombizonke joined SAMWUMED in March 2016 as a Benefits Controller before becoming Call Centre Manager. Her current role is that of Operations Manager.

Ms Kopie has over 19 years of experience in the health sector. She has worked for health organisations such as Newmed Medical Aid, Old Mutual Healthcare, Momentum and Metropolitan Health (GEMS Business Unit), holding positions such as Team Leader, Operations Manager and Claims Support Call Centre Manager.

Ms Kopie has a BA Social Science degree and a Post Graduate Diploma in Organisation and Management from the University of Cape Town (UCT). She also has a Senior Management Development Certificate from Stellenbosch University.

ARNO MOOLMAN

Information Systems Manager

Arno Moolman joined SAMWUMED in August 2019.

His career in the ICT industry spans over three decades. He started off by owning his own business – Computer Madness which focused on ICT related services; and then joined Shoprite as a Senior Microsoft System Engineer and Western Cape Department of Education as an Information Technologist.

Mr Moolman has also worked for several organisations in different roles including:- Foschini and Old Mutual as Senior Systems Engineer, Fuzecloud as Data Centre Operations Manager, RCS BNP Paribas as Service Delivery Manager, Metropolitan as a Data Centre Migration Consultant and the Western Cape Government as Project Manager.

Prior to joining SAMWUMED, Mr Moolman worked as a Release Manager for Business Intelligence at Sanlam.

Mr Moolman has a Diploma in Information Systems & Programming and IT Management from the University of Cape Town (UCT) and completed a CIO Management Program at WITS University. His other qualifications include: Novell CNA Netware Administrator, Microsoft Certified Systems Engineer MCSE, ITIL Foundation, COBIT IT Governance, SAP HANA & Solution Manager, Cyber Security Reference Strategies & Amazon AWS Cloud Practitioner Essentials.

MARCHÉ JASON

Facilities Manager

Ms Jason joined SAMWUMED as Facilities manager in 2021.

She has 10 years’ experience in Facilities Management and has worked for organisations such as Sygnia Asset Management and Prescient overseeing multiple large sites. She is proficient in multiple disciplines including project management, OHS Compliance, System management, Maintenance, Hard and Soft Services as well as Back up infrastructure.

Ms Jason is an Accredited Facilities Professional through the South African Facilities Management Association (SAFMA). She is also a member of several professional bodies including, the City of Cape Town Energy Efficient Forum, and the Fire Protection Association (FPA).

She is certified in the following: Diploma in Business Management, First Aid Level 3, Fire Fighting and Evacuation, Advanced OHS Compliance Management, Project Management UCT, OHS – UCT (part of Alumni 2016), Hazard Identification and Risk Assessment and Covid compliance management.

KIRSTEN ISAACS

Premiums Manager

Kirsten Isaacs has over 12 years’ experience in the financial services industry and is currently appointed as the Scheme’s  Premiums Manager, responsible for the portfolios of: Membership, Premiums and Debt Management.

Her career started at First National Bank (FNB) as a teller and later she was promoted to a Controller position. In 2006, Ms. Isaacs worked for Virgin Active SA and after two-years she joined SAMWUMED as a Reconciliation Clerk in the Premiums Department.

Throughout the years, she has gained experience as a Senior Clerk, Team Leader and up to Manager level. Her roles have allowed her to gain valuable industry experience dealing with various role players within the local government sector.

Ms. Isaacs holds a certificate in Bookkeeping and Financial Accounting from Varsity College and completed the Management Development Programme (MDP) from Stellenbosch University.

AUBREY MAREDI

Sales and Service Manager

Aubrey Maredi joined SAMWUMED on September 01, 2023 as a Sales and Service Manager.

Mr. Maredi has over 15 years’ of experience in the healthcare industry. Before joining SAMWUMED, he was the Head of Alternative Distribution Channels at Momentum Health Solutions. He previously held various sales and distribution positions at Discovery and Liberty. Aubrey is passionate about stakeholder relations and has been extensively involved in broker development and union engagements.

His qualifications include an Honours Degree in Marketing Management from the IMM Graduate School, a Banking Diploma from the Institute of Bankers South Africa, and a Management Advancement Programme (MAP) certificate from the WITS Business School.
